Pulido enters U.S. custody as Venezuela contract cases trace cross-border payments

A new custody announcement brings older Venezuelan procurement allegations back before a U.S. court. The records describe different schemes and overlapping measures of money—not a single audited loss.

The record

What changed on 11 October

The U.S. Justice Department announced Alvaro Pulido Vargas's arrest on 11 October 2026. His initial appearance is scheduled for the afternoon of 13 October in the Southern District of Florida. DOJ announcement

Pulido faces a money-laundering conspiracy charge and four money-laundering counts in the 2021 case; the 2019 case contains a conspiracy charge and seven laundering counts. These are pending accusations, not convictions. The new announcement names DEA, FBI and Homeland Security Investigations as the investigating agencies. Current charges and agencies

Three amounts that must remain separate

The 2021 prosecution alleged approximately $1.6 billion received from Venezuela and about $180 million transferred through or to the United States in a food-and-medicine contract scheme. 2021 prosecution announcement

The earlier case alleged roughly $350 million moved from Venezuela through U.S. accounts to overseas accounts controlled by Pulido and Alex Saab, arising from a housing and currency-exchange scheme. 2019 prosecution announcement

These figures measure different things. Contract receipts, transfers passing through a jurisdiction, bribes and final losses require separate accounting. Adding a transfer figure to the receipts from the same alleged scheme risks counting the same money twice. The records reviewed do not supply a reconciled, transaction-by-transaction calculation of a combined loss.

The procurement chain behind the food case

The 2021 indictment links contracts awarded by Venezuelan entities COBISERTA and CORPOVEX to Group Grand Limited and Asasi Food, which prosecutors say Pulido controlled with an unnamed co-conspirator. Indictment, paragraphs 8–9

Prosecutors place the alleged food-contract conspiracy between approximately July 2015 and at least 2020. They describe inflated prices that financed bribes and enrichment, with funds moving from accounts in Antigua, the United Arab Emirates and elsewhere through or into U.S. accounts. 2021 case summary

The indictment names four other defendants: former Táchira governor Jose Gregorio Vielma-Mora, Pulido's son Emmanuel Enrique Rubio Gonzalez, Carlos Rolando Lizcano Manrique and Ana Guillermo Luis. It alleges that a 14 October 2016 contract covered roughly 10 million food boxes at $34 each, about $340 million, with prices inflated to finance kickbacks. Indictment, paragraphs 10–13 and count one, paragraph 15

The earlier mechanism: one shipment, multiple claims

The 2019 indictment alleges that a single construction-material shipment was presented as multiple imports, including photographs taken at different locations, to obtain dollar payments under Venezuela's official exchange system. Indictment, count one, paragraphs 7–10

Prosecutors date the housing contract to November 2011 and the alleged conspiracy through at least September 2015. They say officials at customs agency SENIAT, the National Guard and currency administrator CADIVI were bribed to approve false import paperwork. The alleged advantage was access to dollar payments under the government's controlled exchange rate. 2019 indictment, count one

What the company geography establishes

OFAC's Group Grand Limited record identifies a Hong Kong registration, number 1871367, and links the entity to Saab. OFAC entity record Treasury's 2019 designation record lists Asasi Food FZE in the United Arab Emirates. 2019 designation data

Treasury also identified Group Grand Limited S.A. de C.V. in Mexico, attributing its control to Pulido's son. Its account described a warehouse assembling supplier deliveries into food boxes for Venezuela. The same announcement listed Group Grand Limited General Trading in the UAE. These records describe operations in several jurisdictions; registry documents are needed to establish the legal relationship among the company names. Treasury's company descriptions

The documented Turkey link—and its limit

Treasury's July 2019 sanctions announcement alleged that Turkey-registered Mulberry Proje Yatirim Anonim Sirketi facilitated payments connected to gold sales in Turkey within Saab's CLAP network. Treasury announcement OFAC's entity record lists Istanbul addresses. Mulberry record

Separately, the State Department's archived Pulido profile describes an allegation that gold was liquidated to fund payments owed to foreign contractors during Venezuela's dollar shortage. Archived State Department profile

Together, these records justify identifying a historical Turkey connection with explicit attribution. They do not establish a new Turkish prosecution, a current transaction, Turkish state participation or guilt by a Turkish financial institution. No such claim is made here.

Saab's plea changes the context, not Pulido's burden of proof

On 15 September 2026, DOJ announced Saab's guilty plea to a money-laundering conspiracy involving food-and-medicine contracts. The announcement describes admissions involving bribes, false records and concealed company control. DOJ plea announcement

An associate's admission can suggest records and witnesses worth examining. It cannot replace proof of another defendant's knowledge, conduct or intent. Any eventual testimony must be assessed alongside corroborating documents and the terms under which it was provided. Pulido remains presumed innocent of the charges discussed here.

What remains unverified

AP reported that the circumstances of Pulido's transfer into U.S. custody were unclear. AP reporting

FinCEN's 2019 Venezuela advisory identifies over-invoicing and opaque corporate structures as laundering risks while distinguishing ordinary Venezuelan business from higher-risk activity. FinCEN advisory

The decisive questions concern who instructed each transfer, which commercial obligation it discharged and who ultimately benefited. A company network can show potential routes. Criminal responsibility still requires the conduct and knowledge of each defendant to be established.
