Golubinja tunnel: how a rejected claim became a reported €27 million payment

A contractor’s claim initially rejected by the supervising engineer was later approved after a management change at Autoceste FBiH, according to an investigation by Istraga.ba. The outlet reports that Cengiz received an additional €27 million for the Golubinja tunnel, on top of an original 2020 contract worth about €208 million.

The record

Istraga.ba says the engineer had considered the claim unfounded and submitted outside the contractual deadline. After the May 2023 leadership change, that position was reversed without new geological or technical evidence, the outlet alleges. Its account describes altered supervision reports, pressure on the engineer and missing supporting financial records.

The report names Autoceste FBiH directors Denis Lasić and Asmir Dževlan, and former supervision chief Džeko Skenderović, who reported pressure and subsequently left the project. These are Istraga.ba’s findings and allegations; The Ledgers has not independently examined the underlying records or obtained responses from the parties.
